This looks like a city view from an air plane. The whole scene is extremely realistic. I can see buildings, roads and an overall vibrancy of a city at night. The multicolor rendering suggests this city has people from many cultures. The uneven edges suggest these cultures are at times in conflict of each other. Yet, overall, they all play a part in the city.
